All-In Gaming Ukraine Summit

Ukraine’s president has commissioned the country’s new government to pass laws to legalise gambling by the end of this year as part of a range of measures designed to stimulate the economy and plans to legalise casinos at five-star hotels in order to incentivise the development of tourism at the Black Sea.

By order of the President, the gambling legislation has to be prepared and introduced to the parliament by 1 October  and adopted by 1 December 2019.

Ukraine operators have not been able to offer any gambling or betting services since prohibitions were introduced in 2009. The country is believed to be nurturing a thriving black market with economists estimating that a re-regulated and liberalised gambling market could have produced revenue of more than $1.5 billion per year, of which the government would have scooped more than $300 million in tax revenue.
